The decision of the Welsh Assembly government to provide free parking at all hospitals in Wales caused something of a stink, with English constituents justifiably decrying the injustice of the situation.
For the sake of cross border relations, I’m glad to report that things aren’t quite as rosy when it comes to parking at hospitals in Wales as the headlines may suggest. It happened that I needed to attend the University Hospital of Wales on the 1st of April the day on which parking charges were removed. Guess what, parking at the hospital is not free, as its run by a private company they’ll still charge for parking! I don’t remember anyone mentioning that when this story was being spun to us. That is also the case in another 10 of Wales 130 NHS hospitals and units.

Private money lenders are likely to be recognized by law in China.
Today's Beijing Times reports that Liu Ping (刘萍), a vice director of the People's Bank of China (PBC), said yesterday that a draft bill regarding the status of private lending has been submitted to the State Council for approval.
The new policy is intended to help small businesses, whose difficulties in obtaining credit from state-owned commercial banks have worsened thanks to the global financial crisis. The gap left by commercial banks is currently filled by pawnshops, for-profit guarantee providers, and unauthorized private money lenders, or "underground banks" (地下钱庄), which have lower lending standards and demand higher interest rates. Underground banks have been around for a while and have even prospered as an important alternative source of funding in some parts of the country.
In the article, Liu is quoted as saying that in China, "the credit market has been monopolized by banks. The new law will hopefully break their monopoly by allowing qualified lenders to make loans, making it easier for small businesses who seek fund."
According to the draft bill, businesses or individuals can register to be a "private money lenders" on the condition that they do not take in deposit money; business owners must have clean records. A statutory maximum for loan interest is set to be no higher than four times of the base interest rate. According to an investigation conducted by the PBC, some underground banks impose interest rates of 200% to 300% on loans. Overall, the average interest rate of these loans is between 12% and 15%, compared to the current rate of 6.66% for commercial bank loans.

He seems to have instilled a blue collar mentality to the team. T Tech has not seen a pass rush like the Horns have and DE B. Orakpo is a terror off the edge. On offense QB C. McCoy has been ridiculous completing over 80% of his passes to WRs Q. Crosby and J. Shipley. The decided edge in ST goes to the Horns as well as PK R. Bailey has been perfect on his FG attempts. On the other hand, in perfect HC M. Leach fashion, T Tech has a place kicker from the stands who won a contest handling the FGs for them. 2. MINNY -7 v. NWESTERN At the beginning of the year who would have thought that these 2 teams would be in the race for the Rose Bowl? Gopher HC T. Brewster has done an amazing job going from 1-11 last year to 7-1 so far this year (only loss to O$U). The Wildcats had a miserable loss last week to Indiana and lost starting QB CJ Bacher and RB T. Sutton so there is little room for error here for NW. The Wildcats tend to turn the ball over too much (5 TOs last week) and that is not a good thing because Minny leads the nation in TO margin. A man who, besides my father, would prove to be the defining male figure in my life. Big, athletic, handsome, a successful film professor at USC, and proudly, unapologetically, openly gay. That summer we each shared confidences with each other. I had finally told another human being I was gay, and Roger, by telling me he had a form of cancer that was specific to gay men, was preparing me for his death. I learned later from Anderson, my "other uncle", he had been told it would be six months at the most.
It actually turned out to be four years, and what I remember of his death was a very strange set of coincidences. I, having flown in from school in Montreal, and my parents from Ottawa, both arrived in separate cabs within seconds of each other. And it was just in time for Roger to sit up, smile, say he was glad to see us and that he loved us, and promptly, and with a peace I never saw again, in many, many similar settings, he simply left the world.
Still so real to me I can literally smell the room and feel the energy when I discuss it. That combined energy, with so many close to Roger in so many different ways, seemed to actually provide a warmth and a light that was very beyond what was natural. Those who experienced that type of energy I refer to will instantly know invisceral sense what I am attempting to describe.
Please realize the above description is exactly the specific variety which would, under normal circumstance, never be a description this author would utilize. I use it here, as it is the only way I can think to express the energy that for me, defined what would become my experience with friends when they to left the world.
In the years before the medications there was a great sense of that collective strength between those of us left when a loved one died. That was a tremendously powerful thing to be a part of. I believe it was how many people survived the onslaught of death that defined the eighties and the early to mid nineties. I remember having specific conversations with friends during those times that would hear me assert that gay men have reached a place where connection is valued more than all else. Because, if a culture that was supposed to be all about looks, hedonism, and excess, could not only endure, but support effectively and with such love, while it watched itself implode, then that was a strength that defined the term.
I will post part two of the coming out series, my university years and late twenties, in a week or two.
